I did with 1.0.3 or whatever its for and I keep getting a missing file message

The Program can't start because icuuc44.dll is missing from your computer. Try reinstalling the program to fix this problem.

the link given above will solve your icuuc44.dll missing problem and will repair it if it is corrupt.
