Don't put it anywhere. With patch 9, current AIs are not working anymore. You'll need a launcher which can launch the game with a previous version. I guess you're new with all this stuff.
I uploaded Zoxc's launcher with maps and AIs included and set to play 14803 version. You don't need to modify anything in Advanced options until you know what you're doing.

You have more  AIs under Mod. Default is set to Starcrack 7.02.
And yes, you can put new AIs in SC2Launcher 2.3.1\Mods folder, but in TriggerLibs format, not Base.SC2Data.
